Construction Project Manager – Educational Infrastructure Projects

Exelance Group Holding Comm. V. is looking for an experienced Construction Project Manager to support one of its public-sector clients within the Infrastructure Department. In this role, you will lead a portfolio of approximately six construction projects for innovative educational buildings, delivered via Design & Build or the classic procurement procedure.

You will represent the client as contracting authority/client, safeguarding its interests and ensuring delivery against quality, scope, budget and timing, in line with the broader infrastructure vision. You will work closely with internal stakeholders (steering committee, school groups, schools) and manage external partners (design/study teams, contractors, DB teams).

A solid knowledge of public procurement law is essential, along with experience drafting complex building programmes—ideally for schools or in a similar environment. Affinity with education and broader societal interest are a strong plus. You should also be comfortable drafting clear written notes for reporting, budget requests, and selection/award documentation, and you take pride in maintaining complete and well-structured project documentation.

The Project Manager position is Dutch-speaking.

🔍 Key Responsibilities

  • Lead end-to-end project management across multiple construction projects (from project definition to final handover)

  • Defend the client’s interests as contracting authority/client and ensure delivery within agreed scope, quality, budget and timeline

  • Set up strong project follow-up, progress control, reporting and risk escalation to the relevant decision-makers

  • Develop the building programme together with the steering committee (e.g., organograms, room sheets), aligned with the client’s construction policy (innovation, space optimization, sustainability)

  • Organize and facilitate stakeholder workshops with school groups

  • Appoint and manage external partners (design/study team, contractor, Design & Build team)

  • Draft performance-based specifications and supporting documentation (including selection and award reports)

  • Ensure procedures are executed correctly in line with public procurement legislation

  • Maintain complete, structured project documentation (notes, reporting, budget requests, formal files)

Job requirements

Mandatory (Must-have)

  • Demonstrable Master’s degree in Architecture

  • Dutch-speaking at CEFR level C2 (working language)

Nice to have

  • Demonstrable education/training in Project Management

Preferred (Should-have)

  • 3+ years demonstrable experience in innovative school construction (Medior)

  • Demonstrable experience with performance-based specifications (Design & Build)

  • Demonstrable experience with reporting and stakeholder communication

  • Demonstrable experience drafting project definitions in an innovative education context

  • 5+ years demonstrable experience in construction project management (Senior)

  • 3+ years demonstrable experience with public procurement legislation (Medior)

  • Strong ability to monitor progress, milestones, quality and budget

  • Strong collaboration skills and stakeholder management

  • Sound judgement and structured decision-making
