PMO Operational Buyer – Directorate Intelligence & Innovation

📍 Location: Antwerp (on-site 4 days/week; flexible set-up)

Exelance Group Holding Comm. V. is looking for an experienced PMO Operational Buyer to support one of its public-sector clients within the Directorate Intelligence & Innovation (i&i) for the Antwerp Police Zone. In this role, you are the first point of contact for purchasing requests within the Belgian interzonal police collaboration. You manage the full operational procurement flow under existing contracts—from request and quotation to delivery and support. You will coordinate closely with internal stakeholders (i&i teams, procurement colleagues, project leads) as well as external suppliers, ensuring smooth follow-up, clear communication, and strong documentation. You are comfortable working in a dynamic environment, combine structure with flexibility, and translate your contract and project knowledge effectively into tools like Odoo.

Professional communication in Dutch (C2), French, and English is essential.

🔍 Key Responsibilities

  • Act as the first point of contact for operational purchasing requests within interzonal police collaboration

  • Prepare quotations and manage purchase orders requested by the i&i directorate

  • Manage the operational procurement process under existing contracts, from request to delivery and support

  • Follow up on suppliers (delivery lead times, performance, communication) and build strong supplier relationships

  • Provide functional and technical advice to internal customers based on their needs and preferences

  • Build and maintain specialised knowledge of the assigned product/service portfolio and projects

  • Drive standardisation and continuous improvement of procurement processes where possible

  • Ensure accurate reporting, follow-up and dashboards via Excel (analysis, tracking tools, monitoring)

  • Document ongoing and new projects clearly and keep project/contract files complete and structured

  • Translate contract and project information smoothly into Odoo and support the financial aspects of contract management

  • Support ICT project operations (methodology-aligned ways of working, supporting project leads, preparing project quotations)

Job requirements

Mandatory (Must-have)

  • Dutch-speaking at CEFR level C2

  • Professional written and spoken communication in English

  • Professional written and spoken communication in French

  • 3+ years demonstrable experience in ICT project operations (methodology-aligned), incl. supporting project leads and preparing project quotations (Medior)

  • Demonstrable experience working in a procurement / category management environment

  • Demonstrable experience in supplier management (delivery times, performance follow-up, communication)

  • Strong knowledge of Excel for reporting and follow-up (analysis, tracking tools, dashboards)

Preferred (Should-have)

  • 5+ years experience in procurement processes

  • Experience in a policing environment

  • Experience in a public or semi-public organisational context

  • Experience with ERP systems supporting procurement processes (preferably Odoo)

  • Knowledge of GLPI

  • Experience with ticketing / service management tools

  • Experience with asset management tools (configuration management, licence management)

  • Experience with Microsoft Project tooling

  • Strong experience with Microsoft Office applications

  • Experience with PRINCE2 (or PMI/PMBOK) project environments

  • Familiarity with public procurement principles and/or drafting tender documentation
